Software for reading skills

Hi
Could anyone recommend software or a website that specifically targets reading skills? I am looking for something for ESL adult learners in a college setting. Levels would range from false beginner with a base vocab of under 2000 words to near native speakers.

I am especially interested in something that would present graded reading passages with a variety of reading skills development exercises (like skimming, scanning, inferencing, main ideas etc) and testing.
