the operation of the agreement."
I think I understand if it was ".... attach appropriate
conditions to the agreement".
I wonder what 'the operation' here means.

Well, I am not quite sure either, but..  Could be in the process of agreement? For example, they could attach more conditions during the negotiation process. |
