Does it mean "This is a case in which time will solve the matter.
It will improve within three weeks or so"?

No. It means the opposite. This place will not improve. Time will not solve it. I think it will close in three weeks. (Or be sold or whatever. I give it three weeks means in three weeks it will be sold/closed/changed etc.) |
