gleam in a grocer's eye

"Not every gleam in a grocer's eye becomes a store."
Is this a proverb? I wonder what it means.

Thank you.

Itasan, I wonder why you walk a lonely path in the business forum? As a regular poster, you must surely know that if you ask your questions in some of the other forums you are more likely to get help. General questions about the language usually end up in the "applied linguistics" forum.

I don't recall hearing the proverb, but it must mean that not every good idea turns into reality, or something like that.

"Not everything that glitters is gold" seems to have a similar sense.
