Many federal regulations that accompanied the NCLB statutes require English language learners to take rigorous state assessments that they cannot possibly pass without mastering English first. Some of these students may have even excelled academically in their first language so these required tests are not only frustrating but may result in their being labeled less intelligent by their teachers. It is unfair that a 2nd language student that has acquired mastery in algebra cannot prove it on a state assessment because of their English language abilities, not mathematics.
Hopefully more educational professionals will be involved in the crafting of future education regulations so that this situation can be remedied. How can we as a group make this happen?
