English Language Learners educational gap

Are ELLs really at a disadvantage receiving instruction in their L1 while learning English. Is the educational gap that large that these students are not able to reach the same level as students receiving instruction in English? If research shows this issue as a reality; why use the resources to continue to teach students in their L1 and not expose them to the L2 from the start? Can someone please enlighten me?
