While reading Chapter 6 in Forbidden Language: English Learners and Restrictive Language Policies, one particular sentiment struck me. According to the authors' research on achievement gaps and ELLs they concluded that some form of specially designed instruction (either EO or BE) helps to close the achievement gap between ELLs and their Native English Speaking peers. However they found that only 1/2 of all ELLs recieve any specially designed instruction, and that some states are more likely to provide services than others.
What can be done at a National level to make sure that all ELLs are recieving some type of specialized instruction from qualified teachers?
