Organizing dual language programs

In the book Forbidden language (edited by Gandara and Hopkins) there are several chapters which discuss dual-language programs. I'm very interested in this model as, if implemented correctly it can serve ELLs and Native English speakers. It seems though that the logistics of creating the program can be very difficult based on difficulties that some programs have in recruiting language minority students, or making sure there is a large enough population of ELLs to provide a good balance.

What are some good ways of going about trying to address some of these problems?
