Eastlake District and the Facilitator Model

I read a study about the"Language Policy through the Facilitator Model" and I was surprised to learn about the caseload these facilitators had and the attitude of some of the teachers who did not want them in their classrooms because they felt not enough support was being provided. I was under the impression that students should be given the opportunity to receive the services that are available to benefit the students. :o
