State Testing (Keystones)

I am from Pennsylvania and recently Keystone testing has become mandatory for students to pass in order to graduate. The Keystones test students in Literature, Writing, Biology, and Algebra. I watched many native speakers struggle to pass these exams. I imagine many ELL are struggling to pass as well. There is talk of a project being implemented for students who cannot pass, however, I have not heard what the project will entail, and who it applies to. What do other states implement for an alternative assessment for students who do not pass state testing? Any tips on the best way to prepare ELLs for these assessments?
