Need Help with Article

I'm in the process of writing an article about the yaku-doku or reading and translation method. I am TOTALLY against this idea.

What I would need help with is:

1. Any articles that I could quote that discuss the horrible English (language) skills of the Japanese.

2. Any articles that discuss why the Japanese consistently score lowest on standardized language (English) tests.

3. Any statistics that show how much time, money, energy, etc. the Japanese expend on the study of English (language).

The article is for an in-house publication so I'm not doing this for the money. What I ultimately want to do (indirectly) is to get my colleagues interested in modern teaching methods. Any assistance you can offer will be appreciated.
