Catch 22

Is there anyway around the nice little catch 22 Texas has with teaching and certification?

Let me specify:

You cannot get a teaching job without certification.

AND

You cannot get enrolled or even certified unless you have a teaching job.

I'll tell you this one for free- it is driving me crazy.

Also: what is with this GRE thingy? Only have them a few times a year?
