qualifications to teach

Hello.
I hope someone can answer my questions. I have a masters degree in linguistics. I have been told that I need to be certified to teach ESL, which would mean registering at a 4 year university and taking about 3 or 4 courses to complete their program. Are there other ways to go about getting certified or being qualified to teach ESL? Also, even though I minored in Spanish, I'm a bit rusty. How necessary is it to have basic communication skills in your students' languages to be an effective teacher? I live in Southern California, and want to teach here, rather than abroad.
