Information about ESL Recruitment

I would like some information on how to work with agents.
I work for a non-profit organization located in Vancouver, Canada that is not an ESL school but we offer an ESL study tour (English Immersion and Cultural Exchange type) program that we would like to have agents help us to recruit students from around the world. We are looking at program for age 13-17 and 18 +.

All I am asking for is 15 students for each session for us to break even.

Any advice would be greatly appreciated.
