Report Cards

Hello, I am currently finishing my student teaching at CSU Fullerton. I am looking forward to beginning my teacher career, but have a few questions about assessing English Language Learners. Most of the schools I have been involved with in California are using Standards Based Report Cards (Given a a score of 1-4 with 1 meaning Not meeting standards and 4 meaning excelling at standards). I was wondering how I can assess ELL's in my classroom fairly and still give them an honest grade on their report card. I know this is an issue that will arise in my classroom and I would like to hear from other teachers and how they have worked this out! Thanks!
