I've been tutoring a young Chinese woman. She has passed the TOEFL and is now trying to pass the TSE. So far she has failed four times. We have worked on pronounciation, listening comprehension, used the practice questions in the test booklet.
What else can I do to help her pass?

A huge part of the TSE is listening comprehension. Perhaps you might want to focus on that and assess her regularly to see she is following. Inundate her with music, recordings, etc. with American accents. (I'm assuming that's the accent being used in TSE.)
I agree with dduck on assessing her weaknesses before proceeding.
