Using an ESL Open Community

How effective do you think an online open community would be for students to improve on their English? For example http://esl.learnhub.com/ offers the ability for teachers of ESL to share their knowledge through a variety of tools in a specific ESL community. Students have access to the content as well as discussion boards, tests, trivia, and other useful tools.
