This is a sample phrase in a dictionary, so no further
context.
"a total lack of effective bond between the concrete and the steel"
1. Is this talking about a particular case (because of THE concrete
and THE steel)?
2. So the total lack of bond is so in this particular instance?
3. It's not saying that concrete and steel don't generally stick
together well, right?
