Does this mean:
"He promised that we could drink as many cups of coffee
as we wanted as long as we requested for them."
At a coffee shop?

Itasan,
It could mean a couple of things: "He promised us endless coffee on demand."
1. If you were arranging a conference, it could mean you pay extra to have as many coffee refills as you like.
2. It could be what you said.
Lexically it's more common to use:
* Free refills
* Bottomless coffee
Interestingly, this is much more common in the US and strangely you could buy drinks with free-refills in small, medium and large. We just couldn't figure out why people would still buy large drinks... When you can refill them anyway!
