I was sitting in a spot by the stinky canal in HCMC a few nights ago when a group of young men in dark green uniforms holding night sticks walked past.

The uniforms didn't have badges on them, they were just heavy plain dark green trousers and matching shirts.

The guys were young and quite menacing.

I'd never seen this before.

My guess was they were a local "volunteer" neighbourhood watch / moral police. There were too many of them and too young to have been policemen.

Anyone seen this before?

Yes. That's your local neighborhood watch. If they weren't about things would be a lot worse. Police don't patrol at night. It is a totally different system here in case you didn't notice and they have other ways of doing things. There's no sense trying to figure it out, but the menacing look is possibly for the bad guys. There is a little posturing involved in that job no doubt. Nothing to worry about, if anything they are your defense against the night.

That's interesting; I never encountered them. Anyone have first-hand experience with them? Do they operate under the same system (i.e., bribe them if you want "justice" served)?

This is an option for rich families that don�t want their son to serve in the army. They basically pay money and instead of serving in the army they police their districts at night.

Conscription in Vietnam. I didn't know that.

Further information would be very interesting.

Yes, in theory everyone is eligible for a military draft. It's apparently easy to avoid, especially if you stay in school or are otherwise connected. A lot like the US in the 60's before they came up with the lottery.

Don't forget the community service boys for minor criminal offences. Many are just serving out a punishment i.e. the young ones.

The older guys seem like good men who really care about thier community. These guys have solved issues that would take the police hours to address in minutes. Great guys.
