This is a very informal network, IM. It is not as though Scot has hired agents. The Middle East education network has many people like Scot or me that were around for years and worked at various places. While Scot stayed in Saudi, others like me worked in various countries. Then you have a board like this... and TESOL Arabia.
For years after I left the Gulf, some of my ex-employers would vet their candidates with ME experience with me to see if I had encountered them. Usually I could confirm that the person seemed dependable/professional to me, but I did save them from hiring a few with issues - which were likely clear from looking at their employment history anyway.
The Gulf is like a small town... and your past peccadilloes can get around to haunt you. There are many more teachers these days... and this system probably doesn't help with hiring teachers who have never worked in the Middle East before.
