Question:

Is a release letter only required if a contract is to end early? or is it required even at the end of a contract in order to have a seamless transition to a new school?

It's required if you want to move to a school in the same province, even at the end of your contract.

When moving from Guizhou to Hunan I had to provide my new school with a release letter. So it is likely that a school will ask for it regardless of going to a different province.

if you're on a tourist visa, it won't matter.

if a z-visa/rp, then you'll need the release letter.

(yunnan->hainan required release)

in order to move from one school to another (that is a legal job with resident permit and z-visa) regardless of location you will need to present a standard issue letter of release, not necessarily a recommendation.

If my school refused to give me a release letter, would that cause problems if I wanted to stay in or return to China to do something else, such as work for a foreign company or study?

(Incidentally I'm not going to have this problem, at least not at the moment, but any information people have about this would be genuinely helpful.)

If you apply for a job from your home country, you won't need a release letter. This I learned from an FAO, and I also experienced this. I left a school with NO release letter and returned home. Later, I was hired within the same province--- actually at a school that was a short bus ride away--- and was never asked for a letter of release before my letter of invitation was sent. I wasn't asked for it when I arrived. Nobody mentioned it. Nobody cared. It seemed bizarre.

I decided to push the envelope.

I told the FAO that I left my previous employer under less-than-desirable conditions. (True but i hadn't done anything wrong. The FAO was just a jerk).

My boss was unmoved.

I decided to push the envelope farther. "I accidentally killed the FAO's dog."

My boss was unmoved.

Then I said "I borrowed his car without his permission and hit a tree and wrecked it. It was a beautiful Buick.

My boss didn't bat an eye.

Later I was asked to stay on for five years. True story. I left after a year and a half. By that time my boss had lost her sense of humor, and I knew that it was time for me to go.

Moving from one school to another is probably another story. I have no experience with this.
