How committed am I to a school if I fill a Bureau permit?

I have a great offer that seemns the best I have yet but the school is not sure if the bureau will approve and is asking me to fill in a work permit to send to them. However, I am still waiting to hear back from some other unis that may have even better offers. How committed will I be to this school if I fill the permit in and send it back to them (both for schools in that city and elsewhere)? (I feel bad about having them go through the trouble for this, but I want to secure this position and I guess this is how the game is played).

Be fair to the school. Either accept the position or decline it.

Finding oneself in such a quandary is one of the drawbacks of making multiple and simultaneous applications.

The work permit is required prior to letter of invitation, etc., thus there is no reason to fret upon being asked to do it.

Otherwise, there is little choice but to agree with others - man up, professionally and accept the job or move on.
