Are there any agencies or schools that hire, without an in-person interview in the UAE?

Employers may attend conferences like TESOL or TESOLArabia for face-to-face interviews, and I expect that they prefer it. But the reality is that most of them also use video conferences and sometimes even just telephones.

I don't know what you mean by "agencies." Do you mean recruiters? The only reputable recruiter off the top of my head is TeachAway and I know that they do their interviewing in various countries and seem to require face-to-face.

My guess would be that only a tiny minority of teachers were interviewed in person "in the UAE."

There are numerous employers who will do Skype interviews or will do phone interviews.

there are other employers who will do face to face interviews in different cities around the world (some at conferences and others at preset interview locations)
