No. The employer will refuse to send your application to Kiyv (is that Kiev, by the way?) while you are there on a tourist visa.
The only people who have succeeded to receive their Saudi work visas in other countries are those who have either work or permanent residency in those countries or who have double nationalities. That's based on my experience. May be others know of other specific cases. |

| If you are RESIDENT in a country of which you are not a citizen it MAY be possible. You will have to prove residency with documentation. |

You state you are a tourist in Kiev, so assume you do NOT have residency of Ukraine.
If you already have a job lined up in KSA the employer would be required to send your visa number to your home country (America) to be processed.
The best way to confirm if you are still doubtful would be to contact the Saudi Embassy nearest to where you are and ask them or go on line and read the requirements for a Saudi work visa.
Unless you have proof of residency/ a passport of the country you are 'visiting' you will need to go back to America to get your visa application processed. |

| I was teaching in Ukraine so I had this same problem last summer. In Kiev I was given different answers about what I would need to get a visa. The list was very long. It ended up being easier to mail my passport, TEFL cert, and diploma to London and get the visa there. I did NOT have to go back to the USA. I have a 90 day visa, this might not work for a different visa. I'm teaching in the KSA now. |
