I'm working in Beijing and my current employer tells me that I can't have my FEC renewed until 1 month before it expires. My FEC expires in August, which means I can't get it renewed until July. They tell me it will be a two week process, and during this time they'll need to take my passport so that they can submit it to the labor bureau. Is anyone out there familiar with the process of renewing an FEC in Beijing? I have a hunch that the process doesn't have to be this inconvenient.
As you know, we can't do anything in China without our passports. I actually plan to fly to the States in July, and if I'm prohibited from traveling during that time then it ruins all my plans. |

I can't speak for Beijing specifically but, for what it's worth, in Shanxi (山西) and guangdong provinces I have never had to surrender my passport for FEC renewals. |

There's one more thing I forgot. Each time I decided to stay at the same employer for a second contract period or longer, the FEC was renewed as soon as I signed my name on a new contract (I checked the renewal dates in my FEC). |

Every renew I've done I gave the school my passport, and had it returned a week or so later with my new visa in it. Other's situations may differ but I don't see how they can renew you without putting a new visa in your passport. |

Can't they renew my FEC earlier though? I have no problem handing over my passport when I'm too busy to travel anywhere, but to only be able to renew my FEC in July is going to be inconvenient to say the least. |

You mean Residence Permit, right? And OP, this is the problem, right? You are renewing with your current employer but they are telling you that they can't renew your Residence Permit without renewing your Foreign Expert Certificate first, but they can't renew that until July? Sorry I don't know what is normal in Beijing for renewals.
The other option of course is to return home and have the school send a visa notice (invitation letter) and Work Permit so that you can get a z-visa ($$$) and start the whole process from scratch. |

first you need the new contract signed and sealed.
then you need to get a new healthy check.
then you can have the FEC renewed.
and then you can get your new RP.
FEC renewal is NOT a 2-week process. it should take less than an
hour.
here in hainan, we do the medical check in the morning and pay
an extra 100 rmb for same-day processing. then we go to the beach
for a few hours, have lunch, then return for the health certificate.
then it's a short drive to the foreign expert bureau where we get the
FEC booklet updated. this gives us just enough time to drive across
town to the PSB where we apply for the new RP. that takes about
a week, during which time PSB holds the passport. |

Yes, that's what I meant but don't they come together? You can't have the FEC without the residence permit, or maybe you could but what would be the point?
Anyway, to answer the original question... I don't know, but I think that if the school is saying they can't do it earlier then they probably can't. |

It can be done earlier. The RP can be renewed as early as 30 days before expiration. The problem is that the extension is never more than 364 days (beginning from day of submission) for 99% of foreign teachers. If you plan to stay in China for more than the next contact you are about to sign, that could cause inconveniences. The school could get around these if they really wanted to, but that's just another headache for them... |

Renewal of the Foreign Experts Certificate (FEC) and renewal of the Foreigner Residence Permit (FRP) are two separate processes.
The FEC has to be renewed first and does not require submission of your passport.
The Public Security Bureau requires your renewed FEC and your passport in order to renew your FRP.
I have my FEC and FRP in front of me as I type this. I�ll tell you exactly what happened for my renewal processes. I am in Zhejiang province.
My FEC was due to expire on 30 July 2012. On 15 June 2012 (it�s date stamped), which is 6 weeks in advance, my FEC was renewed to 30 July 2013.
When the Foreign Affairs Officer (FAO) at my university handed me back my FEC on 16 June 2012, I asked her to immediately renew my FRP as I planned to book a flight for Sunday 30 June 2012.
The FAO explained to me that the PSB has implemented a new rule whereby FRPs are renewed for exactly 1 year from the date renewal is applied for. She told me that if she applied for renewal of my FRP on 17 June 2012, it would be renewed until 16 June 2013, 2 weeks short of my (renewed) contract conclusion date.
So as to avoid being short-changed, time-wise, this year (2013), I had to wait until Monday 1 July 2012 for the FAO to initiate renewal of my FRP.
My passport was returned to me on Friday 5 July 2012 with a new FRP valid to 3 July 2013.
I�m not renewing my contract this year, which concludes on Sunday 30 June 2013, and were it not for the fact that I have signed a contract with another employer, in another province, I would have 3 days to pack up and leave China. |

last year's renewal (hainan) was done early as i needed to have fec and
rp done before summer vacation.
RP was set to expire on 15 july 2012.
getting things going early, we got the health check done at the end of may.
the FEC was renewed 29 may 2012, extended to 14 july 2013.
that afternoon (29 may), applied for the new RP, 6 weeks before expiry.
the new RP was issued 12 jun 2012, expiry on 14 jul 2013 (13 months). |

It would seem that the authorities in Hainan do things quite differently from elsewhere in China.
I was with one university in Guangzhou for 3 years, which involved 2 FEC & FRP renewals, and I didn�t have to do a new health check for either renewal. Likewise, here in Zhejiang, I didn�t have to do a new health check last year.
Hoyao, has your employer told you that you�ll need to do a new health check to renew your FRP in Beijing? |
