Depends on your qualifications and country of passport.

QTS, UK passport and experienced then http://www.tes.co.uk/jobs ,
the IBO, Search Associates or TIEONLINE are good places to start.

No QTS then simply buy a ticket to Europe and give it a go. North Americans are largely locked out of western Europe (visa issues).

None of the above = good luck.

.

For the UAE, there's Teachaway.com, which mostly recruits for international (k-12) schools. Universities tend to do their own recruiting. The hiring season is currently in full swing for most UAE unis since the brunt of their recruiting and interviewing was done at this year's TESOL Arabia, IATEFL, and TESOL International job fairs. However, some ads are still open; you'd have to check with each uni individually. For a list of universities and colleges in the Emirates, do an Internet search on wiki uae universities.

There aren't really recruiters for the European Union - the market just doesn't demand it. There are plenty of teachers there on the ground, and schools don't need to take chances on anyone sight-unseen. Getting a job in Europe is about coming over, picking a city, and interviewing in person.
Also, unless you've got a passport from an EU country, it's useless - only EU member citizens (or their spouses) have a legal righto work in the region. If you're American or Canadian or something else not EU, no recruiter could get you a legal work permit anyway. Non-EU citizens can legally get work permits for Germany, and Central European countries like the Czech Rep, Poland, Slovakia, and etc.
