The reason that you have to get a tourist visa is because the paperwork to get the documents for a work permit are SO LABORIOUS AND VAGUE that they can only be done in country. And the requirements are getting more laborious and vague ALL THE TIME.

This is terrible advice. If the applicant is quick with the medical and the school's FAO knows what is what then it takes less than a month to get all of the Work Permit/Invitation Letter ducks in order and sent off by DHL.

The school considers new overseas hires to be a risk - and they are are a bit of risk - but this situation also shows that the way the school manages risk and difficulty it to shift inconvenience onto the teacher.

OP, do not break the law. If the school is not willing to hire you legally then they aren't worth working for.

WEB International is total crap. They are as awful as WSE (Wall Street English). I suggest you DON'T work for them. It is ILLEGAL to work on a tourist visa -- enough said. If any school asks you to work even one class on a tourist visa, I would not EVER sign a contract with them.
