"As reported by The World of Chinese, from July 1, foreigners who wish to work in Beijing will need to provide a non-criminal record certificate from their own country in order to obtain a work permit. The ruling also applies to foreigners in China who wish to transfer to Beijing for work."

"The non-criminal record certificate will be required during the initial stages of job application for those wishing to work in Beijing, and for standard work permit applications, it will be provided when the employment license application is being filled."

No idea if it applies to those continuing on at their current place of employment though.

With the handful of relatively high profile cases of foreign scumbags in the local school system recently I've been thinking for a while it's only a matter of time before this thing goes nationwide.

hainan is now requiring a signed statement from us ft's before renewing
our fec's, stating we have no criminal record in china or back in our
hometowns.

nothing from back home just yet. also no notarization or stamp of any
kind needed.

looking online the process may take as much as 18 weeks.. not sure of my estimate but if you have to submit fingerprints ... perhaps the embassy could take care of that..

When this unfolded in Korea for the first year or two the more easily obtained local cop shop checks were considered adequate....only as time progressed and some of the ex-drug dealers and short eyed dudes managed to slip through the cracks did they start to require nation wide FBI style checks that tend to be much more difficult and time consuming to obtain.

Hopefully for the time being if this thing goes PRC-wide they'll just accept anything that says "No Record" stamped by Blah Blah Blah Police Department.

US Citizens:

I did a FBI check and it took less than 24 hours if you pay $50 (?) for express results delivered via email by a 3rd party. It doesn't bear a FBI seal but they do offer that option- takes a few weeks. It was good enough for Malaysia- not sure about China. You could probably play around with the document and attach some sort of seal on it.

Also- if you are currently at home, you can wander into any police station and ask for a "letter of good conduct" which states you have no arrests in THAT city. I got one in Miami- a city which I never really lived in- was just there on holiday. I think it took just a couple of days. Got a nice color doc bearing a Miami PD seal. Quite impressed.

Here in Michigan, USA, I was able to access the State Police data base, provide my info (Name, DOB, Ethnicity, etc...), pay $10.00, and receive an almost immediate, printable result with all of the appropriate issuing agency seals and ID info...all in all it was fast and very simple to acquire.

I was required to get a background check to get the visa to work in Chongqing. Luckily I could use a state check instead of the federal check, and I was even able to get it delivered as a PDF online through the KY courts website.

Also in relation to Beijing (according to the British Chamber of Commerce) it will now take 15 *working* days to process a Residence Permit application rather than the 5 days it has been until now.

It's apparently unknown at the moment whether it will be applied nationwide, or just in the capital.

I asked my FAO today about what the new laws would be in my city (Wuxi), after tomorrow, and her reply was "We don't know. They won't tell us until after July 1st.". She seemed exasperated since she's currently dealing with a dozen or so visa applications for replacement teachers.
