Never use "100%" when it comes to China, lol.
My wife had a Z visa. Spousal one attached to mine.
Went to the *same* PSB who had issued the invitation letter for the "Z" to change her to a Residence Permit and they said she doesn't satisfy the requirements to get a Z visa, hence can't be issued an RP, even though they were the ones who had accepted her previous paperwork before and said she's eligible.
I get your point though since hers isn't an actual work permit.
(*For what it's worth her rejection was based on a new rule that was brought in at the start of 2012 requiring marriage certificates to be notorized by the Chinese Embassy in the country where the marriage was performed. When we'd originally applied for the invitation letter the new law hadn't yet come into effect and it wasn't required (or even known about), but by the time we arrived in country it was in full swing.*) |

First time I came (back in 1979, ahem), it was on a temporary diplomatic passport "laissez passer" (had to return the passport to the Australian government at the end of the term ).
Last time was on an initial F (long story, but at the time I had no idea of returning to TEFLing ...), which was converted, with all ts crossed and is dotted, without leaving the country. But that was 6 years ago, and in one of the smaller provincial centres. |

| I knew that when I typed 100% some people would jump out to say that it was wrong. Of course it's wrong, but it's still as right as anything is in China. |
