The above-described authentication process was eliminated when China signed onto the Hague Agreement in November 2004. The specific act is called The Apostille Convention. I went through this BS when i first entered the PRC. Who is telling you that you need to jump through these hoops?

If you get an FBI check (good luck) that should suffice for any of China's requirement for apostillization by the Department of State. The Apostille Convention requires China to recognize the body having jurisdiction over the document. At worst, your American in-state non-FBI criminal check might require authenticationby your own State's Department of State (who probably has NO knowledge of this).

If you are in-country (and in the U.S.) you can have an agency such as Travel Document Systems do the running for you. It's quite possible that neither they NOR the Chinese Consulate are aware of this rigamarole.

Did you get this info from a Chinese Consulate website?

Wow. What a step backwards. I wonder if they're aware that China signed the Hague accords? I can't find it on the Houston Consulate's web page. Can you give me a link.

I'm not surprised by it; I'd just like to see the date of the dictum.

Well, checking the Houston consulate info shows it hasn't been updated for a year and a half. Something Chinese consulate websites are notorious for doing. Given that the info they posted was probably outdated to begin with.

Unless the old authentication process has been reinstated, I'd guess that that the web page hasn't been updated since 2004. Even before 2004, most provinces didn't require authentication of degrees. That accounts for a lot of the early foreign experts.

I'd still like to see the web page. I can't find it.

I'd call the U.S. Department of State to see if the CBC is required to be apostilled at all of the specified levels. (The State Department is pretty accommodating). The page does not specify the CBC.

Also, you could call or email Travel Document Services, a courier service that runs documents and papers to and from the Chinese Consulate to people who have applied for visas. They'll tell you what's being done. They're pretty helpful.

One thing that I do know is that a lot of the local documentation and authentication referred on that page is required of Americans who are adopting Chinese children.

how many documents need to be authenticated? just one?

that's so expensive, even for one document. does anybody know if shenzhen is requiring this yet?

There it is. Now we need to find out exactly what sort of CBC is acceptable. I am planning to return next year.

If it must be apostilled, probably most background check report will suffice. CrimChek comes to mind. It's a fast turnaround. It's emailed to the specified recipient.
