So here is my current problem.. My renewal date is a week after spring festival which would be fine if I did what i think is proper and just turned it in before the expiry date...

But my FAO sees things differently she wants to turn it in so that I am issued a new one before the expiry date of the old one. In past years since it was only a week i have just complied with her as it wasn't really worth the argument because it never caused a problem. With all these new rules and it taking 2-3 weeks at the PSB to process a RP now however if I follow her plan it would leave me sitting through spring festival with out a passport,. Not something which I really want to do.

Does anyone else have this kind of problem or is my FAO just making up her own rules.

The new rules say it will take 15-30 days to renew rather than 5-7. The gov guys have been telling everyone to renew at least a month before expiration.
Sucks to not have it for the holiday but the changes have been posted for quite a while so no surprise. Carry a copy of everything and you can get tickets if needed.

(That's autumn fest, not spring fest, right?)

You should get a receipt and I have used them to travel in country.

On a previous post I told of my situation which was similar to OP where I didn't want to be without my passport. I found out for a little extra money at the PSB that I could have my passport shipped back to me in a few days. It took exactly three business days for it to show up. They used EMS. Not sure if it's an option in every city of course but it was in Guangzhou.

Get your FAO's or boss's business card with his personal cell phone number. Keep copies of your passport and RP.

I should reply that my relationship with my boss and FAO is very good I am not worried about where my passport is or whose hands it's in. The FAO sits next to me in the office.

My problem is my renewal date is Feb 20th. and I have been told you can only renew with under 1 month to go and not before, but in the following sentence she tells me it takes 14 days to renew and she wants it to be back in my hands BEFORE the 17th which means i would have to turn it in before Spring Festival

To me it seems like it expires on the 17th. Shouldn't I be able to turn it in and apply for renewal on the 16th ??

Before the recent changes, every year I had always renewed my resident permit on the last day, so as to receive more time on the following one. This was in Shanxi and Guangdong provinces. I never received any trouble about it. Now, with the new rules, as others have said, It needs to be done 14-21+ days in advance because of how long they now hold on to it. Where I live now, a prefecture not far from Guangzhou, there is a fine that must be paid if the RP is not renewed far enough in advance (there is currently a grace period but I am not sure when that will end). Here, expediting is either not possible, or the PSB officer I asked about it was ignorant. A friend of mine had a family tragedy (his father died) while his was being renewed and they held on to it and refused to expedite the process, even after offering to pay extra. Another friend had already purchased plane tickets cheaply for a summer holiday getaway before the rules changed, and the PSB also would not expedite it, again even after offering to pay extra, so that he could make the flight. He missed that flight (to Australia).

They made me turn it in 30 days in advance with the new rules as of Sept. 1st. My RP wasn't set to expire until Oct 15. When I got it back I pretty much had one year and one month extension.

EXTENDING AND CHANGING YOUR STATUS

16. How early must an application for a visa, stay certificate, or residence permit be filed with the Exit-Entry Administration?

Under the statute, a person applying in China to the Exit-Entry Administration to extend a visa would be required to do so 7 days before the stay period shown on the prior visa expired. (Art. 29). Similarly, to extend one’s residence period, a person should apply 30 days before the prior residence certificate expired. (Art 32). The statute and regulations are silent as to the consequences of filing late.

Not doubting, but do you know where the articles they are citing come from?

Articles 29 and 32 from section 16 of extending and changing your status of XXXXXXXXX Document.

Just curious.
