I normally use both 'quite ' and 'pretty' as modifiers to mean fairly - 'he is quite clever'. 'How are you ? - Pretty good' (meaning, just OK).
Both may have taken on the meaning of ' very ' as an example of figurative euphemism (or the opposite of hyperbole) - 'wow, that's pretty cool!'

whenever i see people use "quite", it's because they misspelled "quiet".
