I am sure this has been asked a zillion times already. My apologies but I have heard conflicting reports from recruiters.

Question: Is the CRC a FEDERAL CHINESE LAW and a requirement to work as an ESL teacher in China? OR is it a policy set by random schools; thus it is possible to find a job that does not require a CRC?

Supposedly provincial, not federal, but seems to be too randomly applied for the time being to generalize about where it's not yet required. Generally at the moment most places *don't* ask for it. If you do decide to do it there's no need for anything fancy and time consuming like fingerprinted checks, apostilles etc. Just go for the cheapest and fastest local check you can get. Should suffice (for now).

In many places since July 1st it is the law.

All of our new teachers we are recruiting this year are required to mail us the original CRC stamped by the local police station before we can get the invitation letters for the teacher to go apply for a Z visa. Renewing teachers at our school do not need to get a CRC and even if they switch schools as long as they stay in Beijing they will apparently be ok.

As people have said laws apply differently in different districts but that is the law for Beijing that my school is following after the PSB had their big "FAO training meeting" about 20 days ago.

This should be a welcomed revelation and clarification of what is acceptable for a CBC for Americans:

...Private agency certificates based on queries of public databases...

One's employer could do it.

For a FAST criminal Background check, there's Crimcheck. It uses national databases such as Intelius. It takes about three days after you give them information and your CC number. It's emailed to you. I used it for a summer tutoring position in the States. $47.00.

Anything is welcomed really, that isn't too old. I had a 4 month old FBI background check that according to China had gone "stale", I went to my county sheriff's office and got a background check for just that one county, and well I am currently working in Beijing with a legal Z visa.
