I should note here though that while what you say may very well be true, my FAO said that immigration gave her the fifth degree for not submitting all the docs one month ahead of expiration. In all likelihood, I'll experience the same rancor myself when I hand my papers in on the 7th. So from my experience, no, you have to hand in your passport one month ahead of time with a renewed FEC (milage may vary depending on your location). The FEC comes from a completely different bureau than the RP, which you're probably aware of, and that bureau seems ignorant of the new requirement as well. The left hand doesn't know what the right is doing more often than not here. Again, you may be right but I'm just relating what happened here.
In my case the FEC came two days ago, plenty of time for submitting, but I had already booked a two week trip to Japan and so it will be late. Typically, my FAO was unaware of these changes as well and was planning on having everything done two weeks ago before I left.
Someone mentioned that you can pay a fee to expedite your passport's return but I was too late for that even. I fail to understand why immigration thinks it's OK to take our passports for three weeks to a month, but that's life in China. It makes us hostage, doesn't it- what we would do in an immediate emergency requiring us to leave? My daughter will be visiting next August, and I'm already wondering how I'll swing that as we want to go to Thailand (I'm on a six month extension this time and will move to Yunnan in August). I guess I'll try to expedite it.
My advice to anyone, if I've learned anything from this experience, is don't trust that your FAO knows what's going on and stay on top of it as you could run into real hassles like I almost did. That might sound like nothing new to those of you who've been around but not to a newbie. Nobody wants to make a visa run halfway across the globe with another med check and all the rest of it because of a botched renewal. My FAO is nice and well-intentioned but to be honest, she forgot whether I was going to Japan or Yunnan for Spring break even though I had given her this information several times. I don't take it personal- I just know now to stay informed and plan accordingly. |

Agreed. Submitted my wife's passport to the PSB for a new RP on Tuesday January 14th. Date for collection....February 10th!! Thankfully our New Year / Spring Festival plans just revolved around watching movies and getting drunk, but you're right about what to do if you need to leave suddenly. Good luck with your plans bureaucratic headaches anyhow. |
