| Definitely the British Council. Any language school offering IELTS testing most likely hires locally and not from outside the UAE. |

Some Foundations programs give classes in the prep, but they are given by their faculty.
The Gulf is not a part of the world that has jobs focusing on test prep. Entrance to their university programs is based more on their being a citizen with a certain score on their school leaving exams, not a score on a Western language test. Some institutions want a particular score on this exam for graduation, but again, their own staff will easily cover any courses required.
And as Nomad said, the language schools almost never do foreign hire because they have little problem getting teachers locally.
