There is a recent thread on forumosa.com on exactly this subject: Teaching English in Taiwan, titled "Public Schools".
Another recent thread with links embedded: Teaching in Public Schools? For more, use the "advanced search function" & filter by forum & title.
I'm not licensed, so I've never worked in a PS (except as a sub a few times). I'm not aware of SK or TW PS pay levels. TW pay should be a bit higher than avg cram school pay, which is 50-65K/mo nowadays. But it's untaxed, & housing may be offered. Depends on school & locale.
AFAI've read, recruiters are the normal way to go, since PS don't advertise. (But as the forumosa thread indicates, other ways are possible.) Recruiters do take their cut, so offered pay is lower than the actual. Since licensed teachers are obviously a minority, I'm sure it's not too hard to get a job. Job satisfaction varies: some are happy, some aren't. (But better than cram schools, where a higher % are unhappier.)
