To Chuma, et al. interested in prospective openings in UAE,
If you go to HCT's website, you will see there are many vacancies, most of which are flagged for nationals only. However, there are some English faculty positions posted as "available to all" and includes Foundations and Teacher Ed. I know there is now a Pre-Foundations program and they will resurrect some Diploma programs as well. I have also learned that (in particular, one campus, which I shall not identify here) several ex-pat faculty are leaving for various reasons (Business, FND, IT, Bachelor's, etc.), and some of the admin staff are being terminated to be replaced with nationals. I don't know if this is prevalent at all HCT campuses.
Please note the deadline for application is March 31, although, as VS commented, it IS possible there will be a last-minute hiring frenzy to fill vacant positions. Still, as former colleagues there have indicated, Emiratization is the prevailing goal.

I've already emailed my resume to several organizations attending the Job Fair, but have not received replies from two of them regarding scheduling an interview. Should I interpret this to mean that they're not interested, or should I submit my resume to these organizations again on the first day of the Job Fair?
I realize that not all employers attending the Job Fair will act in the same style or manner (really, I get it. OK? ), but I am wondering what is generally accepted as normal.

Ironically, the following is stated in TESOL Arabia's conference book:
"TESOL Arabia organizes the Job Fair as a service for our members and others seeking employment. The purpose of the Job Fair is to provide people seeking employment the opportunity to meet with representatives of institutions seeking new employees. It should be noted that we live and work in a culture where hiring practices sometimes differ from those candidates may feel are the norm. We at TESOL Arabia assume no responsibility for the hiring practices followed by the participating recruiters." |

Totally up to you. The worst thing that can happen is that they still won't want to talk to you.
