You can also check out the CEFR/EAQUALS descriptors here. The language used to describe learner abilities is much more precise than in your source:

Nothing cutting edge there. Fascist pigs have always claimed "dey half vays auf making you tok". We Communists are far more genteel. Sleep deprivation makes even the most stubborn sing. Any old TOEFL cd on repeat and piped into the cells does the trick fairly fast.

That maybe because they can't understand why they are in an Advanced class when they don't even know basic structures : ) I'd tune out right away too...
Stick on TOEFL disc. Torture them gently. They'll speak soon enough. They'll confess to anything, even to loving Big Brother

I'm not so sure I'd describe being able to use all the verb tenses correctly with just an occasional mistake (which they immediately auto-correct) as "basic structures."
Discs??? Good heavens, Sasha - we're not THAT "Advanced." We use chisels and rocks. But the admin has promised that we 'll get papyrus and goose-quills soon.
