I suspect it will have about as much success as so many other "Saudiazation" schemes (i.e. none or hardly any)

They have to be seen doing something. I am skeptical as well. I think real change will occur when the oil runs out and they are faced with the reality that there is no more money to buy off its citizens. For now, expansion of construction projects will continue as will importing of laborers and for other menial jobs that Saudis will not do. Sales jobs are indoors where the AC is ....only the desperate will work outdoors in the scorching heat for a pittance...and yes I do agree they need to close the gap between Gov't and private sector regarding holidays, hours and wages. I don't shop at night, no problem for me maybe they should change the Gov't jobs to reflect the private sector... longer hours, less holidays and less pay...wonder how well that would go over... just sit back and watch the show.

We won't have to wait until they run out of oil, new production around the world, especially in N. America, will price them out of the market.

After years of general laziness, the Saudi populace are just going to accept working in Mcdonalds and corner shops. I would love to see this but I doubt very much it will happen in that fashion. A lot of unrest methinks...or the same old cycle...foreigners will come back and run the country for them! How do you help a nation of people with delusions of grandeur?

If US government lands are opened up to petroleum exploration, than in five years it will be all over for the Gulf. Even Canada is cashing in on the boom with it's Alberta tar sands.

The article states that. "Saudi Arabia is expected to make shops close at 9pm."

What this really means is that all the people who have to work in the shops, especially fast food joints, will close around 8:15pm to get ready for the last call. On July 1st, the Maghrib call will start at 7:10pm.

Do you see the problem?

If people work during the day (ha-ha. Saudis working) and get off at 5pm AND if most malls, bookstores don't open until 5pm, then the average time to shop at many places will be from 5pm-9pm with two calls in between to keep shoppers out of the shops.

Any counties’ commerce can be generally expressed by: “the exchange or buying and selling of commodities on a large scale involving transportation from place to place”. This works on both a macro and micro level. Successful commerce will happen more readily if mass distribution of goods and service are easy. The easier it is to move commodities though the supply chain, the better the country will be economically. An incredible over-simplification, I know, but KSA has placed yet another impediment to help change/overhaul their economic system once the oil runs out. They are going backwards by only thinking 20 years (one generation) at a time. My inference is based on the article citing one of the main reasons for closing shops at 9pm is to help infuse/simulate their economy by getting more young Saudi people to work in shops (thus, relying on less expats who will take their salaries back to their home counties) while moving them away from government jobs, which the Kingdom will not be able to afford/ maintain over the next 20 years. This means that the reality for most young Saudis will be in a sales related job, but at a fast food joint. “May I offer you the chance to partake in the chance to upgrade the new Bronco Happy Fiesta Burger with cheese for an additional 1sr?” Nothing wrong with that; my first job was at Popeye’s Fried Chicken and look how well I turned out.

When the oil is gone, they are going to have to start trading on equal terms with counties like India who could provide a lot of rice to KSA, but what will KSA be able to offer India to pay for all that rice when the oil is sucked out of the sand for good? Arab Spring II anyone?

Within living memory the pilgrimages (lesser and greater) were the principal source of revenue. Will those days come again ?
