Of course they 'want' teachers with two years experience, but sometimes there aren't enough to go around.

I 'got around' the requirement by having more than two years teaching experience. I know of others who got round it by stating that they had two or more years of teaching experience.

Not sure about recent graduates being the main demographic moving to China, if they are, then maybe they're not looking for teaching jobs, but doing other things. In either case, there aren't that many of them turning up in the city I live in.

As to a Bachelors and a TEFL cert being the minimum requirement, well, it used to be a white face and a better grasp of English than the boss of the school you were applying to, but as others here have mentioned, times they are a changing. Of course, this is China, so they're changing at different times in different places.

What's needed to 'land' a decent job, and what's needed to 'do' a decent job are not necessarily the same thing. The two year requirement is there to ensure a basic standard of teacher. Of course, two years experience is no guarantee of that. I had teachers in school who had been teaching for 20+ years who were still crap. It's a bit catch 22 too. How do you get the experience without the job? You could teach elsewhere, but where? Are there other places that don't require experienced teachers? Keep looking, and good luck with it all.
