I would appreciate some help with this please.
My school has just hired a new teacher who is currently travelling through South East Asia, and he wants to apply for his Z visa from Bangkok.
It will be his first Z visa.
What I want to know is... can he actually do that if he is not resident in Thailand? Or does the first ever Z visa for a person have to be applied for in their home country?

With the new visa regulations, it was impossible at first to get one in Bangkok. But if you search on the subject and limit the results to the last few months it seems it MAY happen. Great answer, huh?
I think the provence you are in will also come into play. Some are adamant that it all be done in the applicant's home country, others less so.

The truth is with a system such as China's, nobody can ever reliably know what will be ok and what won't.
What may be accepted one day is not accepted the next, it could even come down to who's behind the desk at a certain time on a certain day. |

He can only apply for a Z visa in Thailand if he has permanent resident status in Thailand. Otherwise he needs to return to his home country.
Same goes for Philippines etc.... |

I think the province you are in will also come into play. Some are adamant that it all be done in the applicant's home country, others less so.

Hong Kong is doable, I've completed that particular run myself. |
