I applied for a teaching job in Ajman. The job ad did not specify the name of the school. However, I just got an email back saying I should email them copies of my certificates and passport and a picture. Is this normal procedure? How can I best protect myself from scammers??

Who is "them?" You haven't given enough info about the job ad, where you saw it posted, the position, and your qualifications for us to say if it's a scam. But generally, scammers ask for money up front. Emailing the recruiter a photo and copies of your documentation is typical for many positions.
