I know it has been awhile since you have posted, but I am currently teaching there now.

Most of the expats are from various countries in the African continent and Pakistan. I have found that they tend to not socialize much with anyone not from their respected countries.

In short, there is not much of a community, but there is potential for one.

Do you like third tier cities in the middle of nowhere?

Do you like brutally cold winters?

Do you like places/regions that are very closed to foreigners?

Change 'brutally' to 'moderately', or even 'very', and I'm 3-3. Smile
