You would have to give more details to attempt to answer this. Like where in China the Z-visa will be for, and what country/ies you have permanent resident status in.

I got a Z visa in another country, because I was able to prove (with scanned copies of ID of the second country) that I was indeed a permanent resident of the second country - not the country on which my passport and teaching would be based.

However, it is a bit of a gamble, and depends on the University and Education Bureau in your particular area of China where you plan to work. There are no hard and fast rules. I was lucky, but some are less lucky and have to go back to the their principal residence country and apply for the Z visa there.

You should try to convince your potential employer that the country in which you presently reside is indeed, now, your principal residence.

I have mentioned this a few times before. I am an American, but applied for and got a Z visa in Indonesia, as well as Tunisia, on separate occasions, both since 2012. So apparently it is quite possible.

On a more serious note, for Shanghai, you must apply for the Z visa in your home country if it is your first time getting your FEC. Even if the Chinese embassy is willing to give you a Z visa, SAFEA will not issue the FEC.

Couldn't you use a visa processing company and Fedex?

I got my Chinese work visa (for Heilongjiang) in Saint Petersburg, Russia when I was travelling there.

I now live in Saint Petersburg and was told if I accept a job in Guangdong then I must return to England to process the visa - this is how they roll in Guangdong. Nothing you can do (or so I am told).

For Fujian I was not told anything like this.

Different provinces have different rules.

I am an American citizen, currently a legal resident of Indonesia. I applied successfully for an "L" visa for China through the local Chinese consulate last November, and I am likely to apply for a Z Visa within a month or two. (It would be for Guizhou.)

I know that you need to be a legal resident of a country to apply from that country for any Chinese visa. For a tourist visa, being a legal (temporary) resident was good enough. Whether there would be a different standard requiring that one be a legal permanent resident for a Z visa, I don't know for sure, but water rat's experience seems to indicate that there is not.

As mentioned, what is required or acceptable seems to vary from one province to another.

My plan is to apply for the Z visa from Indonesia first, since I will definitely be here for the next two to three months. If there is a problem and I am denied, I am actually planning to go back to the US this summer anyway, so I can apply again from there. (The reason I'd rather apply from Indonesia is that there is a Chinese consulate in the city I live in, so it's simply more convenient that it would be back in the States.)
