I applied to eight small eikaiwas via e-mail this past Sunday and Monday, and I realized this week was Golden Week, so I probably won't hear back until next week, maybe.

What's the average time I should wait for a response before I move on and apply to other eikaiwas?

Also, do you recommend calling them to follow up on my e-mails?

Anywhere from a week to six months. No way to know, especially with small businesses. If they're interested then they'll contact you. If not, they probably won't. Don't wait on them: keep applying to places that interest you.

Only follow up with a phone call if you want to annoy them.

very depends on the employer, I had a few job offers. The one i accepted took two weeks to get back to me for the first interview and after my second interview they took another two weeks. the whole process took about 3 months counting time between applying, interviewing and accepting.

another offer was from NOVA which got back to me within a week and offered me a position 12 hours after my interview. Many big companies are gettings tons of applications and offer interviews only at certain days so give it time. Also triple check your resume and study up on the customs of Japan. It is amazing to meet other applicants who did not understand certain customers such as showing up for a job interview for a job in Japan dressed in a black suit with a black tie.

When I applied to one of the positions via Gaijinpot, the site told me that 146 resumes had been sent for that position...

You should take the job with NOVA, you'd be a perfect fit. Jkoreza

Usually it takes 2-3 weeks to hear back from your potential employer, desperate companies will call you 48 hours to 1 week later.

yes yes, shots fired. I put about zero effort into my grammar and typing into an online forum. I utilize my colloquial, semantic and syntactic skills of English where it counts, the real world.
