Do schools/universities get paid for foreign teachers?

A quick question that's been bothering me...
I think I saw a reference here somewhere to the State Bureau of Foreign Experts paying schools for each foreign teacher they have...is this true?
If it isn't, I'd feel really bad taking much more than a Chinese teacher's wage (around 800/month, last I heard). Obviously it might help to have a bit more as waiguoren invariably pay more for food etc, and accomodation should be free, but for foreign teacher wages a school could get new textbooks for every student, 5+ new Chinese teachers etc. etc. Maybe private schools see it as worthwhile as foreign teachers bring in students and investment?

For private schools especially, having a smiling foreigner around means big bucks. This is true in may countries. Even for public schools, it is a big recruiting gimmik. So I would not feel to guilty. Also, schools in China make good money
My current college is next to the government building, I play tennis with one of the guys from the bureau . (no guanxi stuff with me, but hisis a phys ed teacher at our school, and has a mean serve . His english is not so hot, neither is my Chinese. But I have trying to learn more of the system. The governmnet still supports many teachers, but that is dwindling down slowly. If you work at a school, there are many "teachers" who never teach, but the state reimburses the school for there salary. The schools who legally hire a foreigner also get reimbursement, possibly 2,000 amonth. But the school also has to put up a deposit? for having a foreign teacher? Here is where the communication got fuzzy.
Make the rest of us happy, and don't accept scab wages. It will just bring down the quality of the teaching anyway
Of course everyone will argue what scab wages are

Very wrong, even today. Universities have budgets, just like any agency or business. They don't get extra money to employ foreigners. Not in the past, not today.

The Chinese teacher gets free accommodation for life! Also a nice retirement income. They also get an expense account and Hongbao at Spring Festival. ( How do you think they buy those Mercedes?)
The foreign teacher is also living away from home. The wages here are less than those in their countries. Not many would be here if they worked for 800 a month. (Chinese teachers make more than 800 rmb a month where I am at)

I've lived here for more than six years and worked at various schools. I can count the number of Chinese teachers with Mercedes that I've met on less than one hand.

You need to look at the date of posts when Mr. Bilton is involved.

If they're actual professors their salary is quite low but they can make a lot of money from research projects. Plus subsidized housing. The English teachers don't make much but they aren't considered professors, at least at the uni I worked at.

What's so fascinating about 2003?
