Well, I would say that there is a common online application form (especially for the direct hire jobs like KFPM) and that they do often ask for a salary range. I have filled out a number of applications in the last few months and they were all quite similar - you had to list quals, experience, degrees, and so on. There was also a box where you wrote down your previous salary and then wrote what you would like to make...
