Wherever I went on Planet Terra I seemed to come across people behaving like this. Not all were Scots.

Hardly.....he sexually assaulted a female cabin crew member, used threatening and abusive behaviour and assaulted somebody. His behaviour was so frightening, the plane had to be diverted to Gatwick and delayed for 2 hours, until flying on to Turkey.

He was jailed for 9 months and placed on the sex offenders' register.

Totally obnoxious.

I don't know the exact meaning of tosher (not in my AE "productive" vocab) but one can extract the gist from the context and find it quite a colorful noun. Is there an equivalent verb as well (to tosh?).
As Scot noted, 'tis not a phenomenon unique to only Scots. You can find obnoxious drunks anywhere in the world.... well, almost.

It's a play on words. Tosser is a an abusive term similar to w*nk*r. The culprit's surname is Tosh, hence tosher.

A year or two with the sisters in Shawshank Prison would dampen Mr Tosh's ardour.

Discussion under way about introducing "bouncers" at Glasgow Prestwick Airport to deter people arriving drunk for flights.
