I`m noticing that a lot of the cutoff dates for applications were late August/early September (for the April 2016 semester).

Do other positions typically open up throughout the year?

No, except for September. If you want a job in April you must get on it now.
Some schools even advertise up to a year in advance, and are very organized.

Even if people break their contracts, schools just ask other teachers to work extra.
